When it comes to NIMBY opposition, what you see, isn’t always what you get. In the majority of high-profile conflicts, the person leading the local opposition is likely taking directions from a wizard operating from behind the curtain.

There are three primary profiles of status quo opponents: Angry Citizens who fear change, Political Opportunists who are gearing up to run for office, and DC-Centric Activist Groups who exploit and manipulate the formers to further their national anti-development agendas.

Angry Citizens: Homeowners who learn from the grapevine about new developments that threaten their community. They oppose projects that are perceived to increase their property taxes, increase crime rates, increase traffic, block scenic views, while undermining the character of their communities. Projects that are targeted range from infill and affordable housing to high rises, retail, industrial, commercial and mixed use. Angry citizens are generally affluent and have the means of self-funding grassroots efforts impacting the application process.

Political Opportunists: They are community antagonists who are looking for a public stage to launch their campaign for local office or city commissioners who are looking to be the next mayor. Controversial real estate projects give them and other opportunists, a spotlight to further their political ambitions. In most cases, they are easy to identify and marginalize.

DC-Centric Activist Groups: These groups are comprised mainly of environmentalists, conservationists and preservationists. Unions, competitors and even foreign nations work thru this category to instigate local opposition to kill sustainable projects. The energy sector has experienced the brunt of it in the areas of fracking, pipelines and mining. Many of these groups have state and local chapters to implement their national goal of stopping corporate developers and their sustainable real estate projects.

Sun Tzu, the Chinese military strategist who authored the book The Art of War wrote, “If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat.'"
